Case 1 : "Curling up, then rolling into its foe." gives serious rollout vibes. Moves typically couldn't be used as clues...unless it's an extremely early generation where the move is used by few pokemon. For rollout, we have Golem and Sandshrew as likely candidates but the second eliminates Sandshrew so Golem.
Case 2 : The entry literally is stating this without any involvement of moves. In this case, we're looking at the entire pokemon pool and judging based off of appearance and well, already known entries. The likely answer is the Phanpy line. Donphan.

The first part confirms it's an early evolution stage and it's not a one stage evolution, but the inclusion of "still" suggests its actually a 3rd stage evolution and it likely is dragon type. It's probably a water type, but not necessarily. And the final clue is in "living a quiet life". A lot of pokemon don't have this mentioned and it suggests certain locations, ones without the inclusion of completely evolved pokemon, and it also suggests that this pokemon is exclusive to the area. What's one area that fits? Dragon's Den. The possible 1 stager I can think of is Horsea and Dratini and it's probably the latter.
