The Pokemon Grand Prix (TPGP)
It’s a racing tournament with Pokemon involved at every step!
[2] The region will be new. It’ll have the standard gym circuit, elite four, and champion but those won’t be the focus of the story. This region will be the first to host a pokemon racing tournament.
[3] The region’s criminal organization will focus on fixing races (through threats, violence, etc.) to make money. Not sure what their endgame is yet. Maybe they won’t have something complex.
[4] I picture the rival as someone close to the protagonist who grew disillusioned with slow growth / hard work and began taking riskier and riskier gambles. Maybe they dragged the Protagonist into something dangerous and after they both got hurt, the Protagonist and the Rival had a falling out. Now, the Rival wants to win the tournament through any means.
